Indigenous Policy

Bailai Aboriginal Corporation for Land and Culture is a recognised legal entity of the Bailai people’s descendants of Dina. Indigenous populations are composed of the existing descendants of the peoples who inhabited the present Territory.

This Policy Statement sets out commitment to building a positive culture, promoting integrity and supporting personnel, community and industry partners.

This Policy Statement aims to confirm:

Indigenous Bailai Elders

  • In affirming Indigenous culture and identity and in recognition of the wisdom, knowledge and special status of Elders within Indigenous communities.
  • To ensure effective implementation of Indigenous education, employment and training commitments.

 

This Policy Statement aims to confirm:

  • Establishing principles that will underpin implementation of Indigenous education, employment objectives
  • Setting clear objectives for the development of Indigenous education, employment and training that are aligned with national Indigenous education, employment and training objectives
  • Embedding Indigenous protocols and acts of cultural recognition into the ceremonial life of Bailai Country
  • Establishing governance structures, planning requirements, accountabilities and reporting processes for the achievement of objectives under all Bailai Policies and Policy statement.

 

For the purpose of this Policy Statement:

An Aboriginal and/or Torres Strait Islander is defined as any person who:

  • Is of Aboriginal and/or Torres Strait Islander descent
  • Identifies as an Aboriginal and/or Torres Strait Islander, and
  • Is recognised by the Bailai Indigenous community in which they live as an Aboriginal and/or Torres Strait Islander

 

Indigenous education means the entire Indigenous secondary (and above) education enterprise, this includes:

  • The creation of equitable opportunities and outcomes for Indigenous Australians
  • The opportunity and process by which all Australians can gain knowledge about Indigenous Australians
  • Indigenous research
  • Indigenous cultural recognition
  • Indigenous community engagement
  • Indigenous internationalisation.

 

Indigenous employment training means:

  • The employment and training of Indigenous Australians.
  • Includes the employment of Indigenous people into Indigenous identified positions as well as positions not specifically identified for Indigenous people.
  • Includes not only the hiring of Indigenous staff but their professional development as well as their physical, cultural and emotional wellbeing and safety.

Within the Bailai Corporation context, self-determination means the right of Indigenous people to celebrate their culture and identity and to determine the direction of Indigenous education, employment and training, subject to the established rules, objectives and governance structures of Bailai People.
